I mean, a movie that may have been considered R years ago, may be pretty mild today. Can they change the rating?

Yes and no. They can change to rating of a movie WHILE IT'S IN THE THEATRES. I worked in a movie theater for 4 years. I have only seen it happen once. Van Wilder was a rated R movie on the opening day. Later every theatre recieved a fax saying it was changed to PG-13. So it does happen. But as far as movie released to DVD or VHS no they can't change it now

Yes. Example: 'Jaws' is a perfect example of this! When it was first released it was Rated R. Then it became the first modern hollywood blockbuster so they re-released a version of it which was Rated PG. Now, when you buy the dvd it's Rated PG but it's the Rated R version they originally showed. So it was changed.
Another sort-of example, when 'Saturday Night Fever' first came out it was Rated R. Then, because of the disco popularity, they made some cuts and re-released it Rated PG, so more younger people could see it. If you buy it on dvd now, however, you get the original Rated R version. As far as I know, the PG version isn't available anymore.
Example #3: Any movie from the 80s that has a PG-13 rating was obviously changed because there was no such rating back then. Only PG. So alot of them were changed. :-)

They don't change the ratings, but society's standards have definitely changed. I remember seeing "Jaws" when I was 13. It terrified me and I didn't even like taking a bath for I don't know how long after that. I still think about it every time I go into water that I can't see through (even lakes) and I'm 44 years old. That sort of reaction was pretty common for people who saw that movie back in the 70's. It was SOOO scary and realistic.

We rented Jaws for my kids to see (13 and 14) a couple of months ago and they laughed all the way through it. They thought it was pretty lame.
