Also, if I'd like to describe the length of something that measures one inch and 6 of those small lines, how would I write that?

Depends upon how many lines there are. Some rulers actually divide inches into tenths. others 1/8 or 1/16.

They are called "divisions", and you have to count how many there are in one inch to know if your ruler is divided into 1/8", 1/16", 1/32" or 1/64".

If there are 8 lines per inch then they are 8ths. 9 and 2 8ths would be 9 and 1/4.

If you look dead centre between 1 inch and 2 inches that line is 1/2 inch. If you look at the smaller line between 1 inch and 1/2 inch that is 1/4 inch . If you look at the smaller line between 1 inch and 1/4 inch that is 1/8 inch.
An inch will therefore be evenly divided into 2 ...........1/2 inches.
An inch will therefore be evenly divided into 4 ...........1/4 inches.
An inch will therefore be evenly divided into 8..........1/8 inches.

im am not quite sure but i think they would be called notches, or 1/8 inches or 1/4 inches or 1/2 inches or 1/16 inches

and you would write it 1 3/8 inches
