anything under that is really approaching college material
10.5 and under is serious speed..

The world record is approx 9.79 seconds. Bo 10-10.5 seconds is possible to attain. But other sprinters, run in the 11 second time.

High School between 10.7 and 11 will have you competiting.
College between 10 and 10.6.
