they are properly called: remnants. the stores typically take them off of the big rolls once there isn't much left and fold them neatly, put a paper tag on them displaying the price and the amount of material left.

The fabric roll is usually called a "bolt". The last of it is the "bolt end", not the "butt end".
Once it's removed from the bolt, it's usually termed a "remnant".
You should be able to get bolt ends where-ever fabrics are sold off-the-bolt. *or* from places that *use* fabrics by the bolt (clothing manufacturers and upholsterers).

Fabric shops and craft shops usually sells those once the roll is almost gone. They might be in the clearance section. Just ask the store.

Fabric stores (Hancocks, Jo-Anne, etc) and walmart sell remnants - also there is a lot of fabric on Ebay. You can search by type of fabric and yardage - prices vary.

Google for mill end stores and textile factory outlets in your area. They have them at wholesale prices. Most will not ship because of the cost and hassle, so I'll keep my fingers crossed that you have them nearby.
Occasionally you can find mill end yardage on Ebay, but again, the postage can be high and the selection is hit or miss.
