Barring Texas, I don't think the South has the type of environment I'm looking for. So with that said, where can I find people that say hi, strike a conversation in the check out line, pretend to care about perfect strangers etc.

I think San Diego has nice, friendly, down to earth people. People here are really laid back and not pretentious at all. Most people in San Diego are transplants from all over the country so I think that might have something to do with it; people here are always looking to meet new people and make friends. Also I think the weather might play a role; it's almost always sunny and mild so that might put people in a good mood b/c you can always be outside doing something or doing nothing and just lay in the sun year round. It has a really laid back beach culture here. It's definately not like Orange County or LA in terms of the attitude of people here.

I say anywhere as long as you aren't in a big city (New York, Philadelphia). Big Cities sort of breed cautiousness. Many people say "Someone else" will help the person who fell in the street, or someone else will talk to you because its so big.

Smaller towns are better. I grew up in a medium sized city not in the boondocks but not a huge city with millions of people. I think those are the best for you.

I on the other hand LOVE huge cities and I'll walk up and say hi to anyone in the checkout line, even in NY, but not everyone is like me.

I grew up in Montana. If you stay out of the crazy rural parts, people look each other in the eye, say hi, strike up conversations in the checkout line - all the things that you want.

Cold, long winters though.

Polite is not necessarily friendly, but:

New York, NY; in the readers digest poll.

Alfie Cohn writes that the US is a competitve place, but you are more likely to find cooperation in the country, or on Native American reservations.

Not Montana! These cow farmers think they have the right to do whatever they want to this land because their families have lived here for 100 years or more. Tons of incest. They hate outsiders. A big town like Missoula is ok though.

Find people? Old people are more friendlier than middle-aged and young people.
