I had a deam last night that I was about to move into a new flat, i was having some money problems, so my unreliable brother was going to loan me the deposit. I had spoken to the lady that was renting the place and agreed everything over the phone, i awoke waiting for this person in the carpark.

Sounds like you have an issue with having to rely on others to get what you want. The symbolism you mention points that direction.... Having to get money from unreliable brother.... Having to wait for someone in the carpark.
Ask yourself if you agree or disagree with the following....
"If you want something done right, you better do it yourself."
If you agree and identify with that statement, that would be one more indication that your subconscious is addressing this kind of issue.
If so, you probably have some element in your waking life that is pulling this feeling to the surface and it is manifesting itself in your dreams.

I dont' know what a deam, flat, or carpark is, but you wake up in a carpark, and you are asking us what the DREAM means? I think the question is how do I not get killed walking in my sleep!
