All you have to do is load windows into safe mode by holding down the F8 key while booting.

You can then access windows as an administrator

Go to the control panel, and select User settings.

Modify the accounts to your requirements

Restart the machine, and all the changes you made will be applied.

Its a simple backdoor that bypasses any security in place on a Windows machine.

My answer is based on my assumption that you are using Windows XP. Try booting the machine in Safe Mode by pressing F8 a couple of times as it is booting up - should get a menu before you see the Windows Splash Screen. Select Safe Mode from the menu and let the computer start up. When it boots you should also see the Welcome Screen and be able to select the Administrator account. Provided there isn't a password on that one too you will be in. Simply go to Control Panel, Users and change the password of the user. Hope this helps...

get a systems recovery cd, when installing it, it will show you three choices when installing, pick the first one and it boots your system from the beginning and you can set it to your own settings, the work you or this guy/girl as done on this computer will be gone but it will be set for you then
