I guess it all depends on how much you really want to spend. The San Luis is really nice as is the Hotel Galvez. But I've also stayed at the Best Western during Mardi Gras. After all it is just a place to sleep right.
Try this website it's full of Galveston information including hotels.

the super 8 on 61st is much cleaner than days inn and pretty cheap. you get a microwave and fridge lots of cable channels. its even within walking distance of the seawall. i have stayed there 3 days at a time for the past five years and have been very pleased.

Check this out. This will help you find a hotel in an area where you will be spending most of your time on the island.

For the price and cleanliness we stay at
Days Inn on the 61st street exit.
It is close to everything and the price is right!
If you are going on a cruise, they will let you leave your car there and save about $80 bucks.

Don't stay at the Flagship. It smells.
Galvez is the best bet because you can ride the trolley around town, plus the ocean view is really nice.
