When did elevators, buses, railway cars and all that stuff for physically handicapped people appear in your country? Is the construction of ramps or stair railings a subject to law? I'm from Russia, people back here have used to neglect this problem competely. I need your answers to start the struggle for human rights of physically handicapped Russians.

The big push for wheelchair ramps and other accommodations for the handicapped came after the passage of the Americans with Disabilities Act in 1990. With the passage of this act, businesses which provide service to the public were required to make their businesses accessible to those with the public.

Violation of the Americans with Disabilities Act is a civil rights violation, and most businesses take it seriously.
