If the skin covers the tip of your penis only when you don't have an erection, then great! -- that is what a foreskin is supposed to do. You are very fortunate that you have this protection for the head of your penis. If the skin slides back when your penis is erect, you don't need to read the rest of this posting - just enjoy it!
If you are over 16 and the skin does NOTslide back when you get an erection, you MAY have a condition called "phimosis," which does NOT require circumcision!!! You just need to stretch the tip of the foreskin gently over a period of a few weeks. You may need to get some hormone cream from a doctor to loosen the skin or a few relaxing incisions. You do NOT need circumcision! If any doctor says you do, ask for a second opinion. It's a quick and easy solution for the doctor, but then you are stuck for the rest of your life with no foreskin. Believe me, you don't want that.
Try stretching the skin very gently with your fingers. It's usually easy to do in a warm bath, or else use some baby oil or lotion. Just hook your fingers on two sides of the skin and pull until it just starts to hurt - no more - hold a few seconds, relax, and then repeat. If you do this as often as you can for a couple of weeks, the skin will probably start to loosen. If not, do ask the doctor for some cream to help. Good luck - and don't let anybody chop off your skin!
Sometimes you need to change the way you masturbate. See http://www.cirp.org/library/treatment/phimosis/beauge2/

when born, your foreskin is attached to the glans and eventually the connecting tissues disolve and the the foreskin can pull back all the way. you can tell if you can pull it back or not just by trying. if you've seen your friends in the locker room and see that their penis heads are not covered they are probably circumcised but you were born with something that nature intended to be there so no need to be concerned unless it is giving you health problems. and besides who cares what a woman prefers cut or uncut because if she doesn't want to be with you for who you are then you deserve better anyways

I bet you are a teen, this is normal as the skin is protecting the glan. Make sure you wash it at least once a day for hygiene purposes. Not to worry. Cheers.

Get it circumcised and be happy the rest of your life. It is very safe today and more and more guys are finding sex is far better then an ugly useless foreskin, no woman really likes a penis with a foreskin, if she is being honest.

Almost all guys in Europe, Asia, and Latin America are uncircumcised. It's normal, and it keeps the head very sensitive and studies have found that it helps for sex and masturbation. Their women aren't complaining.

You are an uncircumcised male. You are normal. Unless it is giving you trouble, leave it alone.
