Buzz word bandied about by 'Consultants' in the 1980's.

Concept was that a Worker could report to different Managers for different aspects of their work. All it did was to encourage Companies to employ more Managers than workers.

Now it's been thrown out by Industry (along with all the other useless garbage pushed by Consultants) I expect it will be taken up by the Civil Service in a big way.
