It means they can see relative financial surplus ahead. They have been strapped, "living hand-to-mouth" (sorry, another cliche').. they have been financially tightly bound.

They see a day in the near future when they will actually have more than the minimum necessary to continue operation. They expect to (within a year, probably) have some cash to bank, pay down debt, pay bonuses or dividends, etc. etc.)
