The ear tunes itself to give you a decent impression of the loudest noise around. If that noise is chatter from outside, you will notice the chatter from outside. If the aircon is luder, you will not hear the chatter from outside.
After a while, you get used to the aircon noise and ignore it. The ear, though, does not compensate by reattune itself to the outside chatter.
