If you use the choke it can happen. If you open and close the throttle too many times it could happen. If you think you have fouled the plugs just pull them out and clean them off and try again, but usually you have only flooded the engine with gas and waiting a few minutes will clear it up.

If you only do that every so often, you would probably be OK, however, I know from personal experience that if you fire the bike up several times without taking the bike out for a ride, you will foul the plugs. I did this once while polishing a bike and learned my lesson. You should try to get about 5 miles of riding in every couple of starts in order to keep everything running clean and smooth.

It's very likely. If you do foul the plugs, take them out and clean the electrode with fine glass paper. Holding the end over a flame gets a lot of the junk off too and if you put the plugs back in hot your bike will start first time.

If it didn't start in the first 30 seconds, assuming that the gas was on and flowing, you HAVE fouled the plugs, no question.

yes it would more than likely foul the plugs because petrol for a start would be present.
