Well it has evolved in my experience. I have seen it on the TV when it meant getting together. We hooked up or we were going to hook up was used to not explain everything a couple did after they met. It left out alot. The imagination took over when it was a man and a woman hooking up. I think in everybodies mind it is a natural thing for adults dating to think that things lead to sex however the phrase did not always mean that and not everyone assumed it did. So I supposed as someone reported on TV that younger couples underage and sneaking around their parents who were not sexual mature (open & honest) used this in text messaging to conceal it from parents and then it caught on with other adults also. It was an easy step for them to inuendo the phrase also. The meaning of a phrase depends on the context and I wouldn't read any meaning into it ask for clairification of the user or guess. To many people it still means to meet for a reason.

That's news to me. Hooking up, steady relationship. Messing or playing (fooling) around is uncommited sex. I guess I am out of the loop too.

Hook up means sex. Some people might say "hooked up" as making out. How do you confuse hook up with getting together though?

I guess I'm out of the loop too. I thought it meant like just getting together, not necessarily doing it.

It changed somewhat recently. I know, because I'm a football fan, and I never hear stuff like "Joe Montana, hooking up with Jerry Rice in the end zone" anymore.

I think it's because Hook--up sounds like a person who'd do it professionally !!!
