A very simple reason: not all users have (or want to use) Flash.

When you think about it, Flash virtually requires a high-speed broadband connection. Even then, it often takes seconds or even minutes download content. Sometimes, it takes even longer! Just imagine how long that would take on a regular dial-up connection!

Adobe, maker of Flash, claims 95% or higher market penetration (i.e. 95% or more users who browse have Flash installed on browser). That still leaves 5% of people out there, even if you accept their numbers.

Thus, if you care about the other 5%, then yes, Create a parallel site. If you don't care, then at least add a page that says "This site requires Flash Version X" and have the detect page jump there if they don't have it.
