It goes on a 24 hour basis.If you answered you final question at midnight yesterday,you need to wait until midnight the next day.Keep answering/asking questions and you'll get more abilities as you move up.Just be careful,I was level 3,almost 4 and my account got deleted because of poor choice of wording.
