Lots of reasons
1. Regan's prop 13 closed the mental hospitals state wide and put a lot of people out on the streets who are not able to care for themselves.
2. The cost of housing is very high
3. The weather means that it is possible to live on the streets year round unlike New York
4. SF is a liberal city with more programs to help the homeless and destitute than most cities so they come here.
And it isn't like the homeless get a free ride. The mayor's care not cash means that people who get general assistance [city welfare] have to use 80% of their monthly payment to pay for a room in some hotel so that they have to beg to get enough money to pay for food and other necessities.
There is no reason to be scared of the homeless most of them are harmless and not out to hurt you. They are too busy worrying about where their next meal and/or fix is going to come from.
I lived in Santa Barbara for a year and per capita there were more homeless there, in the midst of resort & rich people there were a higher percentage who lived on the streets because of the great weather, they could sleep on the beach year round.

There are not so many in San Francisco. It is just that your neighborhood failed to be accountable for the people that they produce. And, quite naturally they will head for the big city to find a job. Hans Kammler is very active in San Francisco. He is responsible for the Nazi Warsaw design that killed so many people. He is doing it again in San Francisco. That is why there is a campaign going to make you believe that those people are homeless. Don't you know they have housing? But of course you don't because you don't even know them. You are under an evil spell where you believe that if you have on a hoodie and some jeans and sit down on the side walk, then you are homeless. You need to take a look at yourself and see what you have on right now. You look like you are a resident of New Jack City, yourself. You are just under the spell where you can't visualize yourself or others. It is you that are the problem. It is you that are the homeless that fills up the street. You idea of homeless is twisted. You are their mark. You are their target. You are smelling your upper lip. Open your eyes and you will see what I mean.

Because San Francisco caters to them.
Also Reagan closed the mental hospitals in the late 60's early 70's so if they are mentally ill they have no place to go to get help. Really its sad but a lot of these people do not want help so they choose to live on the streets and eat out of garbage cans. You shouldn't give them money because they spend it on booze and drugs. Very sad but what can you do.

Listen....I lived on the streets of San Francisco for 5 years.....It was no cake walk. Even with the $422 stipend that they give you. Have any of you lived in a shelter.....Most of the homeless people there want a decent place to live....until you have actually lived on the streets, you haven t a clue as to what these people go through!!

perchance you need to ask Dave Tompkins ? i'd say the transportation makes it eye-catching, no longer to practice the close particularly close proximity to different large city centers alongside the I-5 hall. My mom and father grew up in the Sixties and they used to hitchhike to SF each and each and every of the time from Seattle to social gathering and/or stay for some weeks or months. They were by using no skill homeless, yet you won't be able to deny it has a funky element. Plus, the west coast has sturdy drugs and wealthy liberal human beings and some rather large social amenities (outreach, etc.)

It's because San Francisco is one of the most liberal cities in the country. As a result they are HUGE on free hand outs and have no rules against homeless people loitering or living on city streets. There are a ton of homeless shelters, food distribution centers and the bums there get a free ride so people go there to take advantage of the "bleeding hearts" (for lack of a better term).

bexause they cant afford homes they have no money the economy drugs alchohol there are lots of reasons
but y are u scared to walk downtown ?
I do it all the time when im up there samething in sandiego
their is no need to be scared its all in your head
and people stop with the gay san francisco thing if you actually go there you'll find thats its a pretty tough place to live

i recently read in a canadian article that san francisco had that problem because the minimum income was too high (doesn't it sound crazy say as is ?).
sound like the highest the minimum income is, the more poor people will be....
