A puck can be "frozen" during a game by players trapping it against the boards OR more commonly by the goalie, falling on top of or gloving the puck during play (such as during or after a save). A frozen puck usually results in a face off in the nearest zone.
As an aside, hockey pucks are frozen before games to reduce their bouncing and unecessary (and sometimes dangerous) movement.

When the puck is pritty much held against the boards. And no action is being taken to move it(the puck) along.
It's like in a boxing match, where the fighters are just clinching each other and not boxing. The ref breaks them up so the action can resume.
