Usually they're called weather vanes, sometimes they're called wind vanes - same thing, different name.

Frequently they're in the shape of a cockerel mounted atop a four way arrow and in the UK at least are frequently called weather cocks.

Winds ae referred to by the direction from which they are blowing, the compass arrangement is designed to point into the wind so the observer can determine where the wind is blowing from.

them are "lightning rods" thanks to ben franklin plus a weather vane. old ben was a sharp guy.
