the automatic seat belts are driven by electrical motors. If both the left and the right side stopped working at the same time, check the fuses under the dash or in the fusebox under the hood to see if a fuse burnt out. if only one stopped, the problem is with that one belt and probably with the drive motor.

if the car is in the United States, Honda has a lifetime warranty on the seat belts for all of its cars. That means that if the problem is with the motorized seat belt or any of the components that they will replace the defective part at no charge regardless of the mileage on the car. If its a fuse or a wiring issue that would not be covered under the warranty.
