Brass was first made by accident when copper ore was smelted with calamine, a zinc ore. The Romans were first to make brass on purpose. The proportions of zinc and copper can be varied over a wide range to create brasses with different physical properties. Today brass is made in two ways:

1) melting Copper metal with Zinc metal pellets (not powder)
2) melting Copper metal with Zinc Carbonate (ZnCO3)

I am not sure what you are asking, but my nonexpert opinion says that you probably have to heat the two to certain temperatures before they can be combined.
