Yes it is still a lottery. There are 30 NBA teams. 16 of them make the playoffs and are excluded from the lottery. The remaining 14 teams all have different odds with the team with thee worst record having the best chance of getting a high pick.
Technically only the top 3 picks are part of this chance system. In other words, after 3 teams are randomly selected for the top 3 picks, the remaining 11 lottery teams are given picks 4 through 14 again, based on their record with the worse team receiving the 4th pick. This makes it so that the worse team in the league will get at worst, the 4th pick in the draft.
This system helps the bad teams by giving them higher draft picks, but by having the lottery determining the top 3 picks, it prevents a team from intentionally loosing in order to guarantee themselves the first pick.
This year, it looks like Memphis will have the worst record, but this does not guarantee them the first pick. They have the best chance out of all the teams to get the first pick, but it does guarantee them a pick somewhere from 1 through 4.

There are two parts to the NBA draft. The lottery portion starts with the teams with the worst records (which didn't make the playoffs), whose names go into a hat. Then they are drawn one-by-one, so that these teams get a leg up on the teams that made the playoffs. These draws are weighted by the ranking of the win/loss record for the regular season. The worst team has the best chance of getting the first lottery pick and so on down in reverse order until all 14 teams are ranked. Then comes the draft, after the championship series and consists of two rounds over two days. The lottery teams go first and pick in the order their names were drawn and weighted in both rounds. This was set up so as to keep teams from throwing the season to get the best pick. Back then, there were also more rounds. Now, just the two. Teams can still invite as many rookies and free agents as they want over the summer and into training camp in the fall until final cuts are made.

Yes it is a weighted draft lottery, the team with the worst record is supposed to have the best chance at the #1 pick.

The NBA needs the Knicks to be good so I see some shady tricks going down to assure they get the first pick (just like when the Magic got #1 two years in a row and when the Spurs got the #1 pick that became Duncan after they already had picked Robinson just a few years before. CONSPIRACY THEORY

the winner of the nba championship can trade up money instead of the pick if they want
