Locations are given with latitude first.
Here's an example from eduplace.com
New Orleans is at 30 degrees north latitude, 90 degrees west longitude. St. Petersburg is 60 degrees north latitude, 30 degrees east longitude.

Don't get confused like I used to. Latitude first, longitude second. The thing is, when you look on a map, latitude maps appear as if they are going east to west, but latitude is labled north and south. Latitude - like climbing a ladder.

For the purpose of topographical map it uses altitude to measure the height of the tophography above sea level. but i think you want to know the location of a place so you have to use first the latitude that is to knownorth or south direction then longitude to know east or west direction of a place in degree.
