We have tried using a duct devil to pull more air flow up there and have also tried to determine why the air won't reach those rooms. No luck.

We have tried using a duct devil to pull more air flow up there and have also tried to determine why the air won't reach those rooms. No luck. The previous homeowner said the passthru in the dining room cutoff the duct when it was made years ago. This doesn't seem right. A very, very small trickle of air comes out occasionally in one room. If the duct was blocked off, we would have no air at all I would guess.

You might get up in the attic area where these ducts come into the rooms then follow to closest connector duct. carefully take apart to see if there is a clogged duct or check the duct work toward that side of the house to see if there might be no connection to the main duct pipe.
If all else fails call a HVAC company in your area with the best price to check it out for you. (shop around, some companies are more expensive than others and do a www.BBB.org checkup on them to see what their status is.)

The old home owners are probably right, the air you feel is probably just a draft blowing through the open end of you duct. You will need to trace the duct back to where the connection was terminated and reattach it. Good luck

Investigate why no air flow. Is there a damper that is closed? You can buy fans that install inside the ductwork to aid with the air flow. You may want to get a HVAC person out to check it out for you and get you going.
