The old way (dating back to DOS days) is to key in the ASCII code for it. With your keyboard in NUM LOCK state, hold down the ALT key and pres 1-3-7 on the numeric keypad (ë).There doesn't seem to be a way to do this for the upper case letter.

In MS Word, the sequence is a little different: Hold down the CTRL and SHIFT keys and press the colon (:) key, then the letter E (with the shift again) or e: There's also an entire Help topic on it under "international;character;"

Or you could go to the Insert->Symbol menu item.

I know there's this: Ọ ọ -- Latin letter O. A dot below the letter O. The letter O with a dot above -- i don't know...

One way is to press down the ctrl, shift and colon key all at once. Let go and then hit shift e so as to get a capital it should come up with the umlaut or two dots as you've said above it.

This can't generally be done in most programs, unless extra symbols or languages are installed for the program. In Microsoft word, you can goto Insert...Symbols... to give you a dialog box that lets you choose lots of symbols.
