I have an used wall pack luminary -cabinet and glass only- it was originaly equipped with a 175 watts metal halide lamp. My question is, can I put on it a 250 watts mercury vapor lamp (lamp and ballast) in this cabinet? , is this safe?.

I'd buy an entire fixture if I wanted the upgrade. You might spend a wad on the new ballast kit and lamp to find out it won't fit into the old fixture. Buying the new one will be less aggravation also.

Yes you can. But it would probably cost about the same to buy a complete light. The components are expensive.

So you want to build a grow cabinet? With the moisture, I doubt it will be safe. You are asking for a fire.

I would say, if it doesn't get too hot, then you'll be OK.
