Start here with this page for online payment agreement forms:

It will let you click on a link for Form 9465 which is a request for a payment arrangement. That should be all you need if you just fill it out appropriately. There is a user fee of $105 just to set up the agreement ($43 for low income filers) but they will bill that with your first monthly installment. You can have payments even as low as $25 a month, so if you are totally broke, it may be the best way to go! Make sure that you go ahead and file your return by April 17- even though you are setting up a payment plan you need to get your return in on time.

Yes you can, but it's a pain, and they charge you money to set up the installment agreement, they charge you interest and penalties, even if you make all of the payments on time. You can pay with a credit card, if you have one. I know the interest is probably high, but there's no chance of the IRS garnishing your wages then. You can fill out the form called "Filing an Extension," I don't know the number, but you can buy another 6 months to file. You still pay a penalty for lateness. They ask for a phone number to call you at, and then you can set up the payments. They ask how much you can afford, and then they tell you if that amount is OK or if they want more. Good luck, if you can beg, borrow or steal the amount you owe, that's a better idea. Oh, and the payment agreement also requires that you not owe taxes for next year, or they slap you with another penalty. I'm so sorry.

go to www.irs.gov. Print out form 1040-V and mail your first payment before April 16th. The rest of the payments will be due on June 15, Sept 15, and Jan 15. of course there will be penalties and fees

Be sure to file on time. Call them to set up a payment plan - that's pretty common.
