They were enemies.
Spain owned the colonies and were raping them of gold, silver, timber, and anything else of value. Huge Spanish treasure ships would head back to Spain and the pirates would try to ambush them. The route they took was called "the Spanish Main".

Every country from the English to the Italians had it's own pirates , some were accepted by it's own government and many not, depend who the pirates benefited .

I believe it was Queen Elizabeth I that gave certain ship captains permission to steal from the ships owned by Spain carrying gold from the New World back to Spain.
