First of all, define love. Psychologically speaking, it's a social and cognitive matter which is linked to chemical reactions in the brain. Sternberg's Triangular theory of love is the most widely popularized model of the description of love. This may be worth looking up. However, speaking as a human being, based on life experience, i can tell you that a boy who has the audacity to kiss someone else, who claims to fantasize about someone else, does not commit himself to his partner. Lack of commitment is a sure sign that intimate, companionship-type love is lacking. It is unlikely, based on what you have said, that he even knows what love is. Perhaps, to him, it's just a four letter synonym of lust. Also, if he's young, his emotional state is likely to be dominated by hormones and it is unlikely that he feels any sort of emotional attachment to his girlfriend, just a physical one.

If *you* happen to be his girlfriend, and *you* also happen to be said cheerleader, I still don't know if that constitutes love. I doubt it, though it would mean that he likes you a lot.
However, if his girlfriend is *not* you, nor the cheerleader (i.e., you are 3 separate women), then no. He does not love his girlfriend if he wants to kiss another girl and have sexual relations with yet another.

No. I don't think he is mature enough to know what that really means. And I think you like him and you want an excuse to move on in. You need a more mature view of love too.
