This gets old really fast, everybody burns somebody for their spelling, I'm sure that if she is writing a book or plans on it she'll put a little more care into that than just asking a question here, where so long as the point comes across it's not that important if it's 100% perfect. Give her a break.
Anyway, there's a few things you can do. One, pick up the 2007 Writer's Market Guide, that'll have a list of every major and minor publisher, as well as guidelines and means of contact.
Another thing you could do, just do a yahoo search for publisher, or look up lists of them, maybe by genre.
Once you've found your publisher, go to their website and look to see if they have a submissions guide, if they don't, that means they probably don't accept random submissions without an agent, no biggie, close the site and move on. Once you've got a submissions guide, follow it, and send in your manuscript exactly how they ask for it, be it the first three chapters or the whole thing unbound.
If they like it, they'll contact you and publish it, if not, they'll send a letter of rejection. Get used to those, it happens a lot, but if you're determined and good you'll make it eventually.
Or you can take the agent route, but I don't reccomend it. That would involve searching for "Literary Agents" and finding one in your area, then they would just do all the above work themselves, and they'd have access to some bigger companies, but you're much better off getting a small-medium sized publisher.

We can't answer that question because we have NO knowledge of what your manuscript is about. Different publishers specialize in different things, and fiction is a broad word. Even within the header of "children's books" there are so many different types of books.
So do your own homework. Take a look at the most recent "Writer's Market"... or even better, try the "Guide to Literary Agents".
I absolutely suggest getting an agent instead of approaching publishers directly. I'm assuming you are not a contract attorney, so you will need someone to look over any offers and to guide you through the publishing world.
Also, you will not be seding your manuscript to agents unsolicited! Send them a query letter and see if they ask to see a partial, then a full. If you send the whole thing, it will just get you a form rejection letter. Research each agent's specific submission guidelines and follow their rules!

All the websites and book recommendations in the world are nice, but my real advice is this-- you have to write the book first. No agent or publisher is going to consider an unfinished manuscript from an unproven writer. You have to have it done, and you have to have editted it to the best of your ability.
You will face a lot of rejection, but if you really want this then keep at it! Work hard, and good luck!
And seriously, use spellcheck. Everyone makes typos, but if people can't understand what you mean then you won't get anywhere. I assumed you meant "publish" but you could have just as easily meant "polish". In that case, my advice would make no sense!

First of all your spelling would have to improve a lot. The word is publish.
Secondly the question is asked 50 times a day. If it is important to you to know, go to Resolved Questions and type in key word publishing and you will get hundreds of great posts that explain everything you need to know. Pax - C.
