No, it can't.

The denominator factors into (2*5)^4, and the numerator isn't divisible by 2 or by 5. Therefore, you can't reduce the fraction any further.

10000 = 100*100 = (5*5*2*2)^2
Since 389 is not divisible by 2 or 5 the fraction cannot be reduced.
