Because he was killed by a secret conspiracy to put johnson into power. It involved J. Edgar Hoover, of course Johnson, F.D.R., who actually was not dead, but acted through the puppet Johnson, and the assassination was carried out by the Lindbergh baby, who was stolen by the government in the 30's and trained to be a thoughtless killer.

Or, maybe the Secret Service agent in charge of security got nervous, and felt the agent would have been better used in another capacity, not seriously expecting an assassination attempt.
