The most overpopulated countries are the least likely to use it even if it were freely distributed to the people. It is still part of their cultures to have a lot of kids and they feel like failures if they don't have at least four or more.

Politics...the religious right (in th US) think providing any kind of sex ed or birth control is a sin against God and Decency...

That and attitudes and beliefs in the affected countries. In parts of Sub-Saharan Africa, there is a prevelant belief that the rape of (or simply sex with) a virgin will cure a man of AIDS.

Then there was one program where condoms were stapeled to instruction sheets on proper use to prevent pregnancy or AIDS in Africa...the locals hired to do the stapling stapeld through the CONDOM, rendering it useless.

The will isn't there, and the institutionalised racism that seems to affect most wealthy nations in the world.

One of Bush's first acts in Congress limited funding to organizations that provide abortions. However, they also provided sex ed and now they are much more restrained.

Birth control ain't gonna stop aids.
that has nothing to do with it.
Keep the people with aids off of other people, and you'll solve your problem.

Nope.

Condoms, education, and research for a vaccine.

Nothing else will work.
