First, a minor can't legally drink anywhere in the US. If they are charged with DWI, they should face penalties similar to adults, plus their license is likely to be revoked at least until the age of 21.

In California a minor is guilty of DUI if the have any measurable amount of alcohol. The penalties are the same as for an adult: loss of license, a large fine, court costs, possible treatment program, probation, possible jail or community service.
