If you can I would snap a couple pictures or a video tape documenting maybe with a thermometer to prove it's that cold ..people who are the cruel make me sick... Sine your neighbors don't seem to care already I wouldn't say anything to them about the situation... get proof and call a shelter that doesn't put animals down...There should be more people in this world like you!! You might be able to get some help from this website on what to do or who to call...

OMIGOD! at least you are paying attention to what is going on. i agree with everyone on here call the humane society or if there isn't one in your area call the police and tell them whats going on and they should know who you can contact. it could die tonight if the temperture gets too low and has been out all day without food and water-especially if its a puppy! you could probably throw some food over to it tonight if its out there-keep on it with whoever you decide to contact! don't tell your neighbor that you are doing this-could cause a problem. good luck and bless you!

If you do, they'll probably just get another one. Have a talk with your neighbor and tell them what you've observed. If they know someone else is paying attention they may start doing so as well.

A puppy does not deserve that! It could die in days call the humane society. DONT listen to the one person that says you will get in trouble with the cops cause you wont.

I would, and bring him in, and warm him up and feed him. I hate to see an animal outside suffering. I have a pit bull and he lives inside with us. To me your neighbor doesn't deserve that puppy. That pup will love you forever. Good Luck!

No, because you could get in trouble with the police, but I'd call the police non-emergency line, and ask who you would contact about reporting animal neglect and abuse. There are agencys that can rescue the puppy. Its so sad they would treat the poor thing like that.

It makes me so angry to see dogs tied out all night in the rain or cold, if you take the dog, you will probably be the one who gets in trouble instead of the heartless jerks who should be. Report them to your local animal loving association. I would want to take the dog, too. Maybe you could talk them into letting you have the dog. Good luck!
