Any type of tea bag will help. The dark pekoe is best. Be sure to use it cold, not hot.

Used tea bags that have been refrigerated are soothing for the eyes but so are cold cloths. My wife has used both teabags and cucumber slices. Cucumbers do have an instrigent ingredient to them that will tighten the skin somewhat and relieve baggy eyes or wrinkled baggy eyes.
