airbob61 is mistaken. The bill of rights was NOT part of the original Constitution. The first 10 amendments were proposed Sept 25, 1789. They were ratified Dec,15 1791.
The constitution itself was not ratified on Sept. 17,1787. That is the date the convention submitted it to the states for ratification.
