They way I interpret it, I can only explain through example.... "I must be cruel only to be kind..." The expression tough love comes to mind. So, I must ground my daughter from gymnastics if she is acting up. Its cruel but in the long run its kind because it teaches her actions have a consequence. "Thus bad begins and worse remains behind." Its bad because she gets so upset and cries and it breaks my heart that I am taking something away she loves SO much but the worse remains behind because she is learning bad actions dont get rewarded. She learns if does the right thing next time she will be rewarded with getting to go to gymnastics. Does that make sense? I have more examples that aren't kid related, lol.

to be cruel in order to be kind means: doing something now, that will hurt someone, but is best for them in the long run
bad begins, and worse remains behind: would, in relation to the first line, mean that its going to be bad,,,,,,, but the alternative is worse, the worse is behind you
for instance, if you are in a relationship, yet you know you dont love the person,,, they love you,,,,,, its cruel in a sense to tell them that,,, that you have no love, will never have love, for them, but its the kind thing to do,,,, they will hurt badly right now,,, but the worst pain, of having unfounded hope and not knowing the truth, is behind them,,,,,, they have begun the bad needed to get to recovery
also, the worse for you, of living a lie, is /would be behind you, the bad of dealing with their hurt is now

Or, put another way, cause hurt only when it ultimately helps someone. There is a difference between hurt and harm. Beating someone is harming them. Giving them a shot so they won't get sick later is only hurting them for the time being. The wound from an injection is only short-lived, but the pain of physical and mental abuse can last a lifetime.

Well for the first half. It means that sometimes the best thing to do for someone will hurt them now but in the long run they will be better off.
Take for example: Parents sheltering their kids - bad. They should be exposing them to real life which may seem cruel but in the long run they will be more prepared for life on their own.

Ugh. I read your question and thought: there's another minute of my life I won't be getting back.
OK...here's my take.
Put it on a number line where "worse" is in the zero position and "bad" is in the number five position and "good" in ten.
Now, think of a situation where you need to be cruel to be kind - something like alerting the cops on a friend planning to rob a bank to feed their drug habit.
The act of calling the cops would be very hard to do - but in the end, you'd be doing yoru friend a favor.
How's that?

well i totally disagree my teacher was being a ***** and said me nd this girl shouldnt b friends lucky 4 her rite b4 class i prayed 2 god to hold my tongue so the whole class i didnt say anything like 20 words @ the most 2 her smart sarcastic *** remarks i could barly say it though after class i went nuts cusing and screaming my friend ****** cried n the god damn bathroom nd she went home but rite after lunch in passin time 4 5th hour our classes r rite by each other so i went 2 her room we hugged 4 lik 3 minutes straigth nd she told she cried nd that i got so angry it showed i cared she was called down 2 the office cuz she wanted 2 go home she told me she mite transfer which made me cry i walked her we walked 2gether till we got 2 my class which wasnt far @ all it was acroos the hall then i ran inside nd bgan 2 cry which i was totally fired up nd angry and that bitches haternessouscity only made us closer but now its kinda occured cuz durning her class im rly pissed or it could mean when something goes bad it can only go worse like milk :)
