Watercolor pencils have the consitency of normal color pencils and they look the same on paper. But when you apply water to watercolor pencils, it gives it the effect of water color paints. That way you can control the colors more, and put them where you want them, because sometimes water color paints can get sloppy. Normal color pencils just stay where you put them.

I've been to the dollar store and I've picked up colored pencils. I even found some watercolor pencils. I used them and found that I can't get good density from the colored pencils. And as for the watercolor pencil, well they just didnt have the consistancy I had hoped for. The point of this is that if you want "quality" watercolor pencils then you should invest in a professional brand name that's not too expensive. Derwints are usually expensive but Pearl Paints Online has a super sale on this product. 36 pieces usually cost $39 they have now for the price of a 12 pack of generic brands... $12.95. Check the link below. For a good regular set of thick, soft, rich pigment colored pencils check out the second link.
Warning:
-01 Prismacolor Verithin though they may be cheaper are hard and are not as rich.
-02 Don't spray watercolor pencil drawing with a fixative that protects drawings because it will cause your watercolor pencils to bleed.

I'm sure you know what normal color pencils are like.
Watercolor pencils act like normal color pencils, but they can also create watercolor-like color. You simply dampen the tip a bit, and it goes from pencil-color to watercolor-color.

With watercolor pencils, you can use a damp brush and get lots of interesting effects. Depends on how wet the brush is, and be sure to use watercolor paper for the best results!

Coloring pencils are a dry medium (like graphite pencils) and not water-soluble, therefore they cannot be manipulated with water and a brush, as watercolor pencils can.

Regular colored pencils are just colored pencils. Water color ones you draw on the paper and then use a wet brush on top of them and they spread like water color paint.
