To me, the most important element would be if they intertwine truth and fantasy. If the thing is pure fantasy, and involves no connection to the world in which the reader lives, it does not serve any real purpose. But if the characters are enough like us, and are involved in situations enough like what can happen in this world, then a kid can identify with the characters and learn something about how to cope with the various problems that parallel those the characters face. For example, you can make it a dragon that is the kid's closest friend or ally, by if the relationship does not parallel any relationship a kid might have, what good is the story?

Of course, in fantasy you can combine the situations in different ways. For example, that dragon might have a personality not unlike a faithful dog, but be intelligent enough to make the relationship more like that a kid might have with an adult friend or relative. And if the kid rides on the dragon, there may be elements that correspond to a reader's possible relationship to a horse.
