how do u get team rocet to move on island 1 on the valcano

You'll need to capture/have registered 60 Pokemon in your pokedex and have completed all the events on island 1-3 Then head to the indigo plateu and beat the elite 4. Save and talk to professor Oak, he'll give you the national dex and you'll also get a pass to access the other islands. Talk to Celio again and on island 1 you'll find that Team Rocket will move and you can get the ruby plate.
