Several options come to mind (links below). Google of course rules for searching so just put the phone number in there and see if it can reverse look it up. SuperPages also has a reverse number lookup that I've used for those odd phone calls too.

If you have windows xp you can use Dialer.exe along with the built-in Windows Task Scheduler.(ps you can use these programs;;they are free,,,if you know how)
