Moon's phases affect the tides only.During full moon and new moon ,the sun's gravitational forces reinforce those of moon with the result the tidal range(the difference in height between high and low tides over about a half-day) becomes maximum.Now the sun,the moon and the earth will be in a line.When the moon is first quarter or thid quarter,the sun and moon are separated by 90 degrees when viewed from the earth and the sun's gravitational force partially cancels those of the moon .Now the tidal range is minimum.
The relative distance between the moon and the earth also affects the tide heights.When the moon is at perigee(during moon's orbit around the earth)the tidal range becomes the largest at full or new moon and at this time if some storms cross the shore , the damage may be severe. Otherwise there is no relationship between the moon's phases and the weather.

There is an influence on the tides, but not really any infuence on the weather patterns.

yes if you see a big circle in the beginning of winter get some coal its gonna get cold!!
