I have been told this expression means exasperation or irritation, is that right?

I've never heard of it.

I've heard of people making up an imaginary conversation between "Mr. Black" and "Mr. White", to show opposing viewpoints, but it isn't referring to race.

Louis Black is a comedian who gets exasperated, and who points out contradictions.
