yes - if you are building it for your primary residence you can do it w/o a license. You still have to follow code and get proper permits.

yes you can, but dont. if you spend x amount to build it before you have the certification, and the town comes back and says to tear it down, you will be hurting greatly. there is plenty or prior precidence, not common. but enough to form a caution to others who act prematturely.
