Yes, girls with small breasts do look good wearing a shirt and no bra. That said, if the girl has nipples protruding through the shift, it will garner a lot of attention.
If all women had equally wonderful personalities and treated everybody with love and respect, I would be much more attracted to a woman with smaller breasts over a woman with larger breasts.
Breast size and penis size should never be a precurser of whether people should date or not. That is very shallow. They should judge the potential date by their personalities and the way that they treat and respect others.
