Say a soldier enlists for 4 years, and has a 2 year reserve commitment after that. Previously, it meant that after the 4 years, he/she would be discharged, and have that "reserve" status, for the next two years. But rarely, not even during Vietnam, would have been recalled to active duty. Now, it is almost automatic. With recruiting down, re-enlistments down, and the need for more troops, the military is just automatically telling the troops that their 4 year commitment is now a 6 year one.

The soldiers are scheduled to end their enlistment but a stop-loss order requires them to extend there active duty as long as the stop-loss order is in effect. The stop-loss order means to stop the loss of active duty soldiers. In essence they are involuntarily drafted to extended their active duty as the Pentagon sees fit.

its means soldiers who signed on for a certain amount of time are now being kept against there will to stay in service longer

they don't have to go back, they can quit by filing the proper forms, but they'll lose all thier benefits and pension.
