Yes with either laptop or desktop. It saves all RAM data to hard drive, and then basically shuts down. There is no power going to the computer, so disconnecting from the power strip would have no effect. although that also wouldn't save any power either.

Yes. Unlike going into standby mode, hibernation mode saves the contents of system RAM and other information to the hard drive. Then the system is shut down. When the system is restarted, the contents from the hibernation file are loaded back.
In fact, this is how I turn off my laptop. I just close the lid and the computer goes into hibernation. A laptop uses the same amount of electricity in hibernation mode, as when you shut down the computer with the power button (and the power cord is plugged in). If I remove the battery and AC cord, the laptop can still come out of hibernation when I put back the power and press the power button.
Some desktop computers occasionally crash when coming out of standby or hibernation, so I'd be careful about using those modes. I haven't tried hibernation mode with a desktop computer, but I've had 2 different computers occasionally crash when they came out of standby mode. I've given up on using that thing.

I don't think you can, the computer still requires some electricity when in hibernation mode, if you cut off the power supply then it would turn off. Laptops run on batteries so there's no problem there, but desktop computers don't.

Simple steps: Shutdown your pc and wait for it to display a confirmation before touching the power strip. If you hear the zap too loud call your customer care before they void your warranty for not reporting the issue to them on time. Then you can also use a surge protector with an Uninterrupted Power Supply to protect it better from power surges. Excercise patience, dont loose dollars on saving a few cents.
