I don't have any specific suggestions, but would recommend looking at state universities with one-year programs, if that is really what you want. Know that you are compromising quality for cost, if that is how you approach it.

I went to Oklahoma (www.ou.edu) for graduate school. It is a good education and a diverse group. I knew many internationals (Bulgaria, India, Viet Nam) and they worked as Graduate Student Assistants (GSA's) while going to school. This provided them with a little cash, and also lowered there tuition a good bit. Under $10,000 I don't know, but in that ballpark. You should definately look at it.
